I would like to know if there are any pending messages in the outgoing queue for the Messanger. I am using the PostMessage method to place messages in the queue so I could have several pending. This specifically happens if the server is momentarilly unavailable.

Messenger doesn't have outgoing queues, only transports do. And transports have GetOutoingMessagesCount method.

If my process is unable to reach the server it will continue to stack up the messages for later. What are the limits
a) how long will the transport retain the messages
b) how many messages will the transport keep
c) how large a storage could the transport keep

The answer depends on the transport. For InetTransport
a) AttemptsToConnect * AttemptInterval
b) no artificial limits
c) no artificial limits
