Can I set tags on directories as well as files?

Yes, the tags may be set for files, directories and symlinks as well.

I am not having much success, can you tell me what I am doing wrong? ( I do set the reg key, just not shown below )

fs = new SolFSStorage;

fs->SetFileTagAsAnsiString(L"sig", 0, 1, "test");

I get an invalid parameter exception.

I can't say for sure, but I see that you've specified the filename (directory name in your case) wrong. All filenames in SolFS must be absolute, i.e. start with a path separator: "\sig" is correct, while "sig" is not.

Invalid parameter in your code is TagID which must be in range of 0x8000..0xCFFF
