When you call the OpenRootData method, is the stream first extracted to memory? If the RootData is big (my test was about 250MB), It takes a very long time to return.

Also, is it possible to access the RootData when the storage is read-only? If not, can it be fixed?

I'm using the driver edition, with custom callbacks.

RootData itself is not extracted to memory. A file allocation table of RootData is extracted on the first access. Which PageSize you use for your storage?

If you explain me scheme of the data in your storage I will try to help you optimize it for better performance. Please answer me in your helpdesk ticket.
