Can normal Windows based programs use SolFS?

I am not sure whether normal Windows based programs use SolFS.
To access SolFS, do I have to use its API?

With Standard Edition, the application must use it's API to manipulate the files. With Driver Edition, the control application should create a virtual disk, then any (or only allowed) application can access this disk via Windows API as if this disk were a physical device.
