I am using the PGPMIME library to generate a MIMEed PGPed file. Is there any way to suppress the headers from being generated in the inner part? I need a PGPed MIMEed armor around the file, but not the inner part to be actually MIMEed.

If I understood you right, you can use the following approach:
a) create an encrypted or signed message using TElPGPWriter class (setting its Armor property to true),
b) use TElMessage class to add outer MIME headers to the encrypted/signed message obtained on stage (a).
