I tried to upload file using TElSimpleFTPSClient which's name contained diacritical mark of czech alphabet and the result was file on server with deformed chars.
Question: Does TElSimpleFTPSClient support national alphabets? Is possible to set enconding of communication?

The data is sent as is, without character encoding conversion. I.e. if you put the characters with codes 0x81 0x82 into the file name, in VCL these characters will be sent as is, and in .NET they will be expanded to 00 81 00 82 (two unicode characters with codes U0081 and U0082). So there's no charset conversion there. I have added an item to ToDo list for this.

JFYI: in the upcoming beta of SecureBlackbox 6 there will be new property, RemoteCodePage, that will tell the control how the conversion of the text between unicode and the remote code page must be performed.
