I have a request from a partner to accept a signed PGP file that is signed with a signature file that I supply. I thought that the process would be for the file to be encrypted with my public key and signed with the other party's private key. I would then verify the signature using my copy of their public key and decrypt the file with my private key.

How would I send them a copy of my signature file to sign the file with and is this a good idea?

Actually, I do not understand what exactly signature does your partner need and why does he need it. A signature itself is useless, it does make sense only together with some entity being signed (e.g., key, data etc.). Would you be so kind to ask your partner to clarify what exactly he wishes to get from you?
