Specifying ports for passive mode

I have a FTP server implementation using Secure black box. It is running on a windows azure worker role and use blob storage as the data disk. I want to increase the number of role instances/VMs to implement high availability. Problem is making sure the passive data connection requests are responded by the same vm/role that first replied with the passive port. Azure has a way of allocating different ports to each role/vm instance. We specify a range and the azure load balancing components will allocate the ports to each role/vm instances in round robin. SBB SimpleFtpServer has the ability to specify passive port range. But I need the ability to configure a set of individual ports (not a range). What is the easiest way to achieve this? Or else is there an recommended alternative to address multiple instances for high availability?
