Hi,
the ParseRFC822TimeString-functions has a little problem with "October-date/time values", with Sun 4 Oct 2015 the hour is correct, with Mon 5 Oct 2015 not. See:

Sun, 4 Oct 2015 15:02:25 +0200 >> 04/10/2015 15:02:25
Mon, 5 Oct 2015 15:02:25 +0200 >> 05/10/2015 14:02:25

My PC is set to local "Italy" with Daylight saving time (DST) activated.

This is somehow related to DST. Could you please clarify when exactly you have DST switched off this year?

What do you mean with "have DST switched off"? I do no manually switching.
My Windows PC is set to do switching automatically. This year this switch behaves Oct 25 (last Sunday in October) (see https://en.wikipedia.org/wiki/Western_European_Summer_Time)

Yes, that's what I meant, thank you for the clarification. The date when switching happens is different depending on where in Europe you live (on the North or South), that's why I asked.

We will investigate the matter deeper, as the offset is reported by Windows and probably Windows does it wrong. I will move your original post to HelpDesk.
