The documentation states that What's new in SecureBlackbox 6.1

Socket-based components (TElSimpleSFTPClient) got support for bandwidth control. Now you can limit the transfer speed if the user needs this.

What API calls do I make to limit transfer speed for an sFTP upload to server?

Can these values be set during a send call?

The idea is that if multiple files are being uploaded, then one of the uploads can be prioritized in flight by increasing the value of IncomingSpeedLimit

Yes, you should be able to change them on the fly.
