In C#: The documentation states that ELMessageParsingOptions is declared in namespace SBMIME. However, I can't find it inside SBMIME. Where exactly is it declared (full qualifiying namesspace) ?

It is only a short integer type. You can use numbers where you see this type. Are you sure you need to refer to the type explicitly?

I don't want do use "magic numbers" (enums and constants have been invented to avoid this...)
So a class or enum named ELMessageParsingOptions for C# does not exist ?

TElMessageParsingOptions is not a enum.
OK, you can pass constants where you see the TElMessageParsingOptions type like the following:
SBMIME._Global.mpoLoadData | SBMIME._Global.mpoDelayDataDecode
