I am using the samples SslSocketDemo and SslClientDemo trying to open a link like https://server/link?params expecting a client certificate but I see that the connection is made only to the "server" for both TElSSLClient and TElSimpleSSLClient and doing Open() fails with 403. In my case the server doesn't allow "/" connection so I need to open the actual full address. Can you please suggest an approach? I believe it's something simple which I am missing out.

SSL is not HTTPS and HTTPS is not SSL. You need to use TElHTTPSClient to connect to send request for HTTPS resource.
