I've got this error "Access violation at address 00007FFF66A08D03 in module 'CRYPT32.dll'. Read of address 00000000AB300EBC" in this scenario:
OS: Windows 8.1 64-bit
IDE: Visual Studio 2013
Language: C#
Development Platform: 64-bit
SBB Version: 11.0.250

Calling this function:
FStorage = TElWinCertStorage
Code
FStorage.Certificates[I].PrivateKeyExists

With Delphi XE3 x64 or C# x86 projects this doesn't occur.

Thank you for the report.

The issue is very special to your usage scenario and the data involved (mainly certificates).

Please try to reproduce the issue on some small test case and post that test case to HelpDesk. I've created a support ticket for you there. HelpDesk is confidential (only you and our personnel sees its messages).

Sincerely yours
Eugene Mayevski
