Is there a way with SecureBlackbox .NET edition v5.2 to preserve the date/time stamp of a file that is being downloaded using the SFTP/FTP/FTPS classes? Currently when I download a file it always gets the current date/time.

You need to get the directory listing, obtain the remote file date/time and set the file time locally after the file is downloaded. Note that neither SFTP nor FTP have methods to request server's timezone. FTP usually produces listing in server's local timezone. SFTP must use UTC but some buggy servers still report time in local timezone.
