ElPDFPageInfo.Height and ElPDFPageInfo.Width stranger values:
ElPDFPageInfo.Height = 8418898
ElPDFPageInfo.Width = 5952756
original page size (in Adobe Reader - 8,27 x 11,69 in)

it seems that it lacked a comma

Windows XP Portuguese (BRAZIL)

It is a bug?

Page dimensions are specified in default user space units. The actual size of single user space unit may differ for different documents. In the case of your document, one inch contains app. 720000 user space units.

You may post a document to the forum, so that we could re-check that page dimensions are extracted correctly.

Yes. The problem is being investigated at the moment. It seems that SecureBlackbox incorrectly processes page sizes with non-integer values (the actual values from your document are 595.2756 and 841.8898 respectively).
