SBSimpleFTPS.EElFTPSError: connection failed error

My modified version of sample SBSimpleFTPS.EElFTPSError doesn't work on certain production server but works on dev servers.

SmpleFTPS.EElFTPSError: Connection failed (error code is 10061)
at SBSimpleFTPS.TElSimpleFTPSClient.ConnectViaProxy()
at SBSimpleFTPS.TElSimpleFTPSClient.Open()
at ConsoleFTPS.ConsoleFTPSClient.Main(String[] args) in

FileZilla doesn't work either.

Connection failed due to exception: SBSiStatus: Resolving address of ftp.x.com
Status: Connecting to x.x.x.x:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".

Can I make it working somehow or it is solely network-related issue?
I have tried to set UseProxySettingsForDataChannel = false but with the same results.

I compiled it with SecureBlackbox 9(latest, licensed) and 10 (latest, trial)

10061 error code means "No connection could be made because the target machine actively refused it". So its a network-related problem.

If your server is definitely available on this address (i.e. there was no typo) then this is usually a firewall-originated problem. Some firewalls are "smart" enough to automatically allow WinSCP, Filezilla and Putty (most known SSH/SFTP clients) but block anything else.

We have it running on virtual machine, so it is definitely a firewall-originated problem.
