How to add a security node like this?

With SOAP components, you can do following:
  k := FSOAPMessage.AddSecurityHeader;
  BinToken := TElXMLWSSEBinarySecurityToken.Create;

or you can use XML DOM and create those elements by yourself (using CreateElementNS method).
