We're trying to create a library that will run on Windows Phone and WinRT, which SecureBlackbox seems to provide. We're just hitting one more obstacle, which is creating RSA public keys from an existing modulus and exponent.

The PublicExponent and PublicModulus properties on TElRSAKeyMaterial are read-only, so is there any way we can initialize a key with these pre-existing values?

You can use LoadPublic method, which accepts Modulus and Exponent as parameters.
