As a matter of fact, you should release the stream object *after* releasing the codec object (as the latter might need to flush some cached data to the stream in the destructor). Please re-write the finally section of your SaveWithoutBom() method as shown below:

    FreeAndNil(Codec);
    FreeAndNil(F);
  end;


This should take the AV away.
