We are decrypting files that could be encrypted with keys or a passphrase.

How can we tell if a PGP file is encrypted with keys and / or a passphrase?

Also, if it's encrypted with keys, is it possible to get a list of keys that can be used to decrypt the file?

You should use OnEncrypted event of ElPGPReader class.
