Is that the SecureBalckbox library fully supports ECIES / ECAES ?

SecureBlackbox doesn't support ECIES at all.

In the ElECDSAPublicKeyCrypto class, we found the Encrypt method but strangely it's not supported...

Encrypt method is descended from the parent class, and is not implemented. The reason is that DSA is a signature algorithm, not encryption algorith,.
