When using TElPDFDocument.Open on the attached PDF file the error "Unexpected character" is thrown.
I think the problem is that the xref table is missing from the end of the PDF file but the Acrobat reader is able to open the file without a problem

The file you provided does not contain a cross-reference table, and thus it does not conform to the PDF specification. Please read the following citation from the PDF standard:
The cross-reference table (comprising the original cross-reference section and all update sections) *must contain one entry for each object number* from 0 to the maximum object number used in the file, even if one or more of the object numbers in this range do not actually occur in the file.

We will consider implementing a kind of workaround to make SecureBlackbox understand files without a cross-reference table, but unfortunately I cannot provide you the estimations on when this workaround will be available.
