As for CRL reason - there is a property TElDistributionPoint.Included, which tells, which properties are included to the extension.
But UserNotice is always written, if CertificatePolicies extension is present.

Friendly name is a CryptoAPI property associated with the certificates stored in system certificate stores. It is NOT stored in the certificate itself and is applicable only to the certificates stored in the system stores.

I am not aware about the value you are talking about. The predefined values for extended key usage extension are


All these values are available as properties of the corresponding extension object. Use CustomUsages property to specify usages not included into the list above (you need to know its OID in this case).

if you are talking about Extensions, property Included is a bit mask (for .NET, or set for VCL), which tells about which extensions are included to certificate. I.e. if the corresponding bit is not set, the corresponding extension will not be added to certificate while saving it.
