We hope to start driver dynamically. Are there any ways to do that?

There is no such possibility. In any case installing, uninstalling, starting, or stopping drivers requires administrator rights. Also as a variant you can try just to install the driver at the time it's required. But in my opinion it's better to install the driver during your product installation process and then use it when it's required.
Actually the main problem with it is that the driver installing/starting sometimes requires to reboot the system. Usually it occurs when the previous version of the driver has been uninstalled, but the system still holds it in the memory because it's still being used. So the new version of the driver will run only after the system reboot.
