With Ctrl+ V (The event is raised), because when I created the file with
System.IO.File.Create("PATH").Close();
the event don't raise.

Did you call the code from the same application in which CallbackFilter was used?

By default CallbackFilter won't track file events originating from its master process. This can be changed with setting OwnProcessFiltered property to true.

You should also handle an OnOpenFileN event. There is a ways when new file created with a specific CreateDisposition flags, that corresponds to open file event. Anyway, do you check the full log with unmodified FileMon sample ? It may consist of a number of open/create events followed one by one. Some of them may be targeted to the parent directory open requests.
