Unfortunately i cannot reproduce the problem, setting filter for post-open file callback in BaseFilter sample for the mask C:\temp\test\CallbackFilter\Samples\dotNET\C#\BaseFilter\bin\Debug\* didn't raise any problems with open file CBFilter.vshost.exe.manifest. I just put this file along to the target directory,then right click on it to force OnPostOpen callback event. May be i am lost some valuable steps in my tests.

Doesn't help, try to start the program with administrative rights. Also try to use "Process Explorer" tool from www.sysinternals.com to find the processes that takes opened handles for the target file. This may be done from "Ctrl+F" hot key option.

I already used administrator rights. And this file isn't locked, I can open it with CreateFile both for reading and writing.

Ok, did you get ANY debug tracing from filter driver in DebugView during add/delete filter rules when filter already attached ? If not, check that you installed debug version properly. Also check if you use the proper dll from the same install package. If possible, make the same test with a C++ samples. Thanks.

I don't think C++ sample will help in any way. After all, I can make you a VM with this problem and send it to you. Just tell me address to upload it.
