Is CallbackFilter a File system driver or a Kernel driver?

Your question is incorrect. File system drivers (as well as file system filter drivers) are always kernel drivers. So "or" is not applicable.

Because when I see the info from msinfo32 it is displayed like that,

I see. This gradation of drivers on "kernel" and "file system" is not informative at all. Because both categories are kernel mode drivers and there are multifunctional drivers that contain as file system part as something else (so it's not possible to put it in a specific category). Also the CallbackFilter isn't a file system driver but it's file system filter driver.
