In the callback function CbFsGetFileInfo there is a passed in pointer called *EndOfFile. My question is, if I change *EndOfFile to a new value and pass back *FileExists as TRUE, does the CbFs Windows Kernel Driver pass that information on to the Windows operating system? In other words, does Windows now believe that the size of the file is the new value that I passed to CbFs?

Yes, it does. Because neither the system nor the CallbackFS driver don't know about the requested file. Sure, the file could be opened before. But it has already been closed and there is no any information about it left in the system (and in the driver).
