I am trying to add mount point to directory not to drive letter(something like C:\temp\dir) and it fails. Is it possible at all?

No, no matter what you meant by this. You create a storage and assign one or more mounting points which are disk letters or UNC paths. The storage is a separate entity and it must have a separate disk letter.
