Filter load order altitude. For details see "Load Order Groups and Altitudes for Minifilter Drivers" in MSDN.

Each registry filter is assigned an altitude, and each filter must have unique altitude. The callbacks are called for filters from the highest altitude to the lowest. Therefore, if a higher-level filter blocks or modifies a registry operation, the lower-level filters are not called. Filters that don't specify altitude are inserted near the top of the filter stack.

Default value of the property is 0 (altitude is not specified).
