TElCMSSigPolicyQualifier contains additional information qualifying the signature policy identifier.

Description

    A signature policy qualifier may contain: a URI of the signature policy, a user notice that should be displayed when the signature is validated, or some custom qualifier. The type of the qualifier is defined by QualifierType property.
    A user notice contains the ExplicitText of the notice to be displayed. Other notices which could come from the organization issuing the signature policy (specified by Organization property), are identified by their NoticeNumbers, so that application could get their actual texts from a notices file.
